Expert Witness Testimony

Dottie has served as an expert witness since 1999 in both civil and criminal cases involving domestic violence, sexual assault, and persons with mental illness throughout the country. She has been utilized as a case specific expert or as a blind witness where she provided information on relevant data, statistics, research, policy, and state law.

As an expert, Dottie will review the 911 calls, dispatch records, law enforcement department policy, applicable state laws, best practices for responding to the type of call for service, police reports, crime scene evidence, and other pieces of relevant evidence for the case.

Vulnerability Assessments

With over 30 years experience working in the law enforcement arena and then additional years in the security field, Dottie brings a new set of eyes to observe, document, and inform clients of their areas of vulnerability in their physical structure and environment. This includes review of policies related to security, interview of staff to determine the security culture within the organization, and identifying all current devices/tools installed or utilized as part of their security infrastructure.

Formulation of Threat Assessment Teams

Dottie will work with agency leaders to identify why and how to formulate a Threat Assessment Team (TAT) for your business. She will assist you in identifying the roles of a TAT, what skill sets are needed at the table, who in the company or community would be the right person to assist in assessing and managing threats, and when to call the TAT into action.

For example, as of July 2025 in Indiana, school districts are required by state law to have a Multi-disciplinary Threat Assessment Team (MATAT). These teams are composed of individuals with expertise in various areas, including school security, administration, education, counseling, mental health, and law enforcement, according to the Indiana Code. The purpose of the MATAT is to systematically identify, assess, and intervene with students who may pose a threat to themselves or others.
